The Atomic Energy Arrangement Agency ( AERB ) was formed on November 15, 1983 by the President of India by exercising the powers conferred by Section 27 of the Atomic Energy Act, 1962 (33) ) to perform certain regulatory and safety functions under the Law. The AERB regulatory authority comes from rules and notices announced under the Atomic Energy Act, 1962 and the Environmental Law (Protection), 1986. Its headquarters are in Mumbai.
The Council's mission is to ensure that the use of ionizing radiation and nuclear energy in India does not cause excessive risks to health and the environment. Currently, the Council consists of a full-time Chairman, Members ex officio , three part-time Members and a Secretary.
AERB is supported by the SARCOP Safety Review Committee, SARCAR and Advisory Committee for Project Security Review (ACPSRs) (eg Heavy pressure water reactor, light water reactor, Reactor Fast Breeder Prototype and project waste management). ACPSR recommends to the issuance of AERB authorizations at different stages of the Atomic Energy Department (DAE) plant, after reviewing the submissions made by the manufacturer authorities on the recommendation of the relevant Design Safety Committee. SARCOP carries out security controls and enforces safety requirements in DAE operations units. SARCAR recommends steps to enforce radiation security in medical, industrial and research institutions using radiation and radioactive sources.
The AERB also received advice from the Nuclear Security Advisory Committee (ACNS). ACNS consists of experts from AERB, DAE and institutions outside DAE. ACNS provides recommendations on safety codes, Guides and manuals prepared for siting, design, construction, operation, quality assurance and decommissioning/renewal of nuclear power plants prepared by their respective advisory committees for each of these areas. It also advises the Council on general security issues. ACNS checks and advises on specific issues referred by AERB.
The applied administrative mechanisms and settings ensure a multi-tier review by experts available throughout the country. These experts come from well-known academic institutions and government agencies.
The AERB Secretariat has nine technical & amp; two supporting divisions. The divisional head and director are the Executive Committees who meet regularly with the Chairman, AERB and Executive Director, AERB to make informed decisions on key policy matters related to the management of the Secretariat of the Council. Main responsibility
- Integrate, synchronize and improve the effectiveness and efficiency of AERB inspection activities
- Recommend actions to achieve synergies and convergence of objectives and resources for the RI AERB program
- Coordinate with the security review process for systematic input collection for RI and deliver results
- Plan, coordinate and regulate all types of RI (related security-related security: planned and special: announced and not announced) on Nuclear, Radiation and other Industrial facilities under AERB scope
- Resource mobilization for field inspection (RI team formulation drawing officers and staff from various Divisions PRC, other external experts)
- Publish RI report after syncing findings with their security significance
- Review the RI response, identify security issues and forward to their respective AERB Divisions for further review and enforcement actions, as required
- Maintain a database of all RI observations, recommendations and issues based on RI findings and conduct periodic analyzes for feedback and improvements in future inspections, security review processes and development of RI indicators
- Follow up on all pending RI recommendations for a satisfactory and time-bound settlement and periodically communicate to the respective AERB Division and individual for further review and enforcement actions
